Status monitor collection state question

So I want to use the Comm Status Alarms (from RTMC pro) to let me know when stations are going down. The problem is that this alarm looks at the Collection State in the status monitor to decide if the station is up or down.

My question is why do some of my stations show a normal collection state, even though they are 100% down. Here is a picture illustrating what I mean: http://imgur.com/hGl1Y4J

I understand that in the Setup Screen, under the schedule tab, you must have at least 1 primary retry, with a time interval associated with that for the collection state to leave "normal" status and fall into "primary". All my stations have atleast 1 primary retry, and the interval is the same as the collection interval.

Why would a station go from a "primary" collection state to a "normal" one if the station hasn't come back online?

LoggerNet would revert to a normal  state if the number of primary retries was exhausted and the secondary retry schedule is disabled.  Typically, I will set the secondary poll interval to the same value as the normal poll interval so as to allow the error to remain flagged.
